CONDITIONS FOR CERTIFICATION
Sufficient LICENSE FOR CHEMICAL PRODUCTION
Pursuant to: Clause 1, Article 9 of Decree 113/2017/ND-CP; Paragraph 3 of Article 8 and paragraph 1 of Article 9 of Decree 17/2020 / ND-CP.
▪Being an organization or individual established in accordance with the law (with a certificate of business registration );
▪Facility – Technical: Factories, warehouses and technology equipment; Equipment safety, prevention of fire, room, lightning, prevention leakage and dispersion of chemicals and other chemical incidents; Labor protection equipment; Equipment for environmental protection, waste treatment system; Transportation; Table rules on chemical safety; …. must meet specific conditions prescribed. This condition is evidenced by a certificate of eligibility for fire prevention and fighting or inspection reports to ensure safety throughout the fire prevention and fighting and certificates of registered committed to protecting the environment by agencies granting authority.
▪Technical director or deputy director or technical officer in charge of chemical production must have a university degree or higher in chemical major;

FULL CHEMICAL LICENSE LICENSE
Pursuant to: Clause 2, Article 9 of Decree 113/2017/ND-CP and Clause 1, Article 9 of Decree 17/2020/ND-CP.
▪Being an enterprise, cooperative, or household business established in accordance with the law and having a business in chemicals;
▪Facility – Technical: Factories, warehouses and technology equipment; Safety equipment, fire and explosion prevention and fighting, lightning protection, prevention and control of chemical leakage and dispersion and other chemical incidents; Equipment for labor protection; Equipment for environmental protection, waste treatment systems; Transportation; Table rules on chemical safety; …. must meet specific conditions as prescribed (general requirements when trading chemicals are specified in Chapter II of Decree 113/2017);
▪Having a shop or place of business and sale that meets the requirements on chemical safety, fire prevention and fighting safety as prescribed by law;
▪Having a warehouse or having a contract to rent a chemical warehouse or use the warehouse of an organization or individual that buys or sells chemicals that satisfy the conditions for chemical safety, fire prevention and fighting safety;
▪The person in charge of chemical safety of a chemical trading establishment must have an intermediate or higher degree in chemicals;
▪Employees must be trained in chemical safety, including: The head of the unit, production facilities, sales and divisions, affiliates; in charge of production, sales and technical departments; workshop manager or equivalent; The deputy head of the head assigned to be in charge of chemical safety; Full-time and part-time staff in charge of chemical safety of the establishment; Persons directly supervising chemical safety at the workplace; workers directly involved in chemicals.
AGENCIES COMPETENT
Pursuant to: Clause 6, Article 10, Decree 113/2017/ND-CP
The Department of Industry and Trade where the organization or individual locates their production and business establishments shall appraise and grant them.
EXECUTION TIME
15 working days, excluding the time to amend and supplement the dossier to be valid.
Implementation time may take longer than expected because of waiting for the results of appraisal and inspection from state agencies.
